Booking Checklist

As this is a community-use event centre, the following New Zealand regulatory areas typically apply. The hirer/organiser is responsible for compliance during their booking period.

Building and capacity
  • Building Act 2004 – the venue’s Building Warrant of Fitness (BWOF) sets the legal maximum occupant capacity; this must not be exceeded at any time.
  • The venue’s current Fire and Emergency Evacuation Scheme (in line with the Fire and Emergency New Zealand Act 2017) must be read and understood by the organiser before the event.
  • Accessible access and facilities should meet NZS 4121 (Design for Access and Mobility) where applicable.
Health & Safety
  • Health and Safety at Work Act 2015 (HSWA) – the hirer must take all practicable steps to ensure the safety of attendees, and must follow any Codes of Practice issued by WorkSafe New Zealand.
  • Any hazards identified during the hire period must be reported immediately to the building manager/Council contact.
  • A nominated person must remain present and contactable for the full duration of the event.
Alcohol (if served)
  • Sale and Supply of Alcohol Act 2012 – a special licence is required if alcohol is sold; a manager’s certificate and host responsibility measures apply even where alcohol is supplied free of charge at a ticketed or organised event.
Food (if served)
  • Food Act 2014 – any food prepared or sold on site must meet the applicable food safety requirements (registered food control plan or national programme, as relevant to the caterer).
Insurance and liability
  • The hirer is responsible for holding, or arranging, public liability insurance for the event.
  • The community facility is not liable for loss, damage, or injury arising from the hirer’s use, except where caused by the building owner’s negligence.
Conduct and lawful use
  • The Hirer must not permit unlawful activity on the premises and must contact New Zealand Police immediately if there is a safety concern involving disorderly behaviour.
  • The stated purpose of the booking must match the actual use of the venue.

This checklist reflects standard conditions applied by New Zealand councils and community facility operators (e.g. Christchurch City Council, Auckland Council) to community venue hire, and is provided as a guide. It does not replace formal legal advice or the building manager’s own venue-specific terms and conditions.
